Pipeline parameters missing from pipeline failure email

    Description

      When a pipeline fails, the previous email that got generated included all sorts of parameters associated with the pipeline launch. It seems that section didn't get migrated to the new template. There also seems to be an extraneous "+" in the pipeline failure template. Was that a typo? Here's the section from velocity in the failure template that I'm talking about:
