New "New User Verification" default content makes improper assumptions about site setting

    Description

      XNAT allows configurability about whether or not an admin is required to explicitly enable new user accounts or not. This is available under "Registration Options" in the site admin UI (Administer > Site Administration from the top bar). As such, the workflow the user should expect when verifying their account is crucially tied to this setting. The previous email when verifying your email addressed this in velocity like so:

      if($isEnabled)
          After verifying your email address, you will be able to immediately log in and start using $siteName. <br><br>
      #else
          Note: After verifying your email address, you will need to wait for a $siteName administrator to enable your account before you can log in. <br><br>
      #end
      

      However, the new default template just hardcodes this by default:

      After verifying your email address, you will be able to immediately log in and start using XNAT.
      

      In a lot of scenarios (probably most scenarios), this will not be true.


      NOTE: $isEnabled is presumably referring to the user account status, not the status of the setting in the admin UI.
