Archiving millions of scans gets very expensive, particularly wrt I/O. One optimization would be to save files directly into the archive, rather than going through the prearchive first. Any conflicts/failures/etc would still put the files in the prearchive.

This would be configurable by receiver or by passing "Direct-Archive=true".
