Rationalize Project UI for Data Admin users without explicit project permissions

With refactored permissions in XNAT 1.7.6, users who have been granted "All Data Access: Read, Edit, & Delete" have the ability to edit and delete Projects, as well as the data within them, regardless of whether they have been given an explicit Project Owner access on the project.

The project page UI should accurately reflect the permissions available to this user, and show all commands that they are able to perform.
