XNAT.data.context.scans object doesn't handle empty values well

      Description

      When scans do not have values for some of their fields, such as modality, the XNAT.data.context.scans object on the session page has velocity code as the value instead of no value or an empty value. For example, if there is no modality, the modality field is equal to "$!scan.getProperty("modality")". While the introduction of the XNAT.data.context object is relatively new (https://bitbucket.org/xnatdev/xnat-web/commits/93262307b4862391ee6972fef3ed75a8663dd3d4), similar issues with the display of empty values may be longstanding.

          Added quotes to handle values as strings and used "quiet" Velocity syntax to prevent rendering of unresolved variable names.
