Description
Create a page that will contain tabs for plugins with site-wide settings.
- Use the same tab format as the Site Administration page
- Plugins will only need an appropriately named Spawner YAML file to render tabs and tab groups

Plugins that have a Spawner yaml file named:
plugin-name-elements.yaml
And an element named "siteSettings"
Will be resolved at:
/xapi/spawner/resolve/pluginName/siteSettings
And rendered on a "Plugin Settings" page under the top-level "Administer" menu.
If there are no plugins that return data for the siteSettings spawner request, the "Plugin Settings" menu item will not be displayed.
