      Description

      Make sure that regardless of whether someone is starting XNAT for the first time, starting it after a Tomcat restart, or has added or modified XNAT providers, the application works as expected and the auth methods are correctly persisted. It took a while to work out the kinks in the DicomScp section, so I wanted to create a separate bug for this.
