Improvements to stored file paths

    Description

      Currently, the arc_pathinfo table is used to store a series of file paths used for various functions in XNAT (the path to the archive and prearchive, the path to the cache, the build path, and the paths to the ftp and pipeline folders), but we also store absolute paths for individual projects (which do not get updated when the base paths are changed), in other tables (arc_pipelinedata, xnat_resource, xnat_resourceseries), and in at least one conf file (InstanceSettings.xml). These absolute paths should be updated to be relative paths based on the underlying paths stored in arc_pathinfo. In doing so, we should preserve the ability for individual projects to have their own separate archive path, but if one is not specified, they should default to using the overall archive path. Finally, the 'arc001' element used in archive paths can be removed entirely.
