DICOM libs don't know what to do with secondary DICOM image capture data without primary data

An example of this sort of data is the secondary DICOM image capture frame from VUIIS. This is available on the shared data storage:

Technically, there should be no secondary DICOM image capture without primary DICOM data, but apparently this has been happening with more frequency on CNDA. We just need to come up with a way to build the catalog and archive this stuff where it occurs.

This is set for a 1.6.2 release, but if it's going to cost significant time (greater than a day, maybe?), go ahead and move it to 1.6 backlog and we'll get to it when we can.
