Session Archiving page: Overwrite/Append dropdown doesn't show up when duplicate session label selected

This will prevent the entire merge feature from working. If you choose a duplicate session label, you need to be able to choose whether you are overwriting or appending.

This is related to a recent change to the proj_subj_selector.js or something like that regarding getting the Expt List popup error to go away.
