Prearchive DICOM Headers won't load when empty

When there is nothing in the prearchive, and thus no DICOM headers, and you click on the DICOM Headers button in the prearchive, a progress bar pops up but it never makes progress and a DICOM Headers popup never comes up. Ideally, an empty DICOM Headers table should pop up, just like the table that comes up when you try to view archive headers when there is nothing in the archive.
